Carnets came into use when the Customs Convention on the ATA Carnet for the Temporary Admission of Goods was established by the World Customs Organization (WCO) in 1961 to facilitate world trade. ATA is a French and English acronym of ‘Admission Temporaire/Temporary Admission’.
A Carnet is an internationally-recognized customs document that replaces most customs documentation for the temporary importation of goods into countries part of the System. It permits the duty-free and tax-free importation of goods into foreign countries during its one-year validity, simplifies customs procedures, reduces business costs and saves time and paperwork. A carnet covers virtually all goods (except consumables or disposable items, and goods for repair and/or processing).
Carnets are used by sales people and manufacturers so they can bring their wares-everything from jewelry and clothing to high tech equipment-into foreign countries to show as commercial samples to potential customers, or display at trade fairs and exhibitions.
Canadian entertainers and the media use Carnets to take their professional equipment-everything from theatrical effects and sets to film-in and out of foreign countries. Sports teams and service companies also use Carnets for this reason.
Customs authorities in 67+ countries and their customs territories accept the Carnet as a guarantee that all duties and taxes will be paid if acceptable proof of timely re-exportation cannot be provided.
The Canadian Chamber of Commerce, as the Canadian national guaranteeing organization, has been issuing carnets since 1972.

There are four components to the Carnet Application process:
(1) Filling out a Carnet Application Form
(2) Completing the General List
(3) Arranging for a Security Guarantee
(4) Payment of an Administration Fee
(1) Filling out a Carnet Application Form
Carefully read and complete all sections of the application. The form contains a declaration stating applicants accept liability for goods not returned to Canada, and unconditional liability to reimburse all payments made by the Canadian Chamber of Commerce to customs authorities, should a valid claim be filed.
The category of your merchandise determines which countries will accept your Carnet. It is advisable to check the relevant country information and advisories under Carnet countries prior to your travels.
The duly signed application form may be submitted to any of our 3 offices by mail, fax or email. If it is sent by fax or email, the duly signed original should subsequently be sent to the issuing office.

(2) Completing the General List
The General List is an itemized list of all goods covered by the Carnet. Careful completion of this form is essential to ensure entry and exit from foreign countries with minimal delays and costs.
Only typed lists will be accepted! Your list should be submitted electronically in MS Excel format for ease of editing.
Changes to the General List once the carnet has been issued will result in additional fees.

(3) Arranging for a Security Guarantee
The main purpose of the carnet is to guarantee to customs authorities, where the goods are being temporarily imported, that all duties and taxes will be paid if the conditions under which they allowed these goods into their country are breached.
The Canadian Chamber of Commerce, as the guaranteeing association in Canada, is responsible for ensuring payment of valid claims. The security (40% of the value of the goods listed on the carnet) acts as collateral and will be drawn upon to reimburse the CCC in the event duties and taxes are owed. It may be in the form of cash, certified cheque, money order, or a surety bond.
There are two ways to obtain a bond. Users can either use a licensed Canadian surety company (all bonds must be issued using the standard wording and format per template); or, they can obtain a bond issued through the Aon Reed Stenhouse Carnet Bond Program.
The security is posted for a period of 30 months. It will, however, be conditionally cancelled at the conclusion of the trip abroad providing the carnet documents are in order and returned to the Canadian Chamber of Commerce and there is proof that ALL the goods have been re-exported to Canada in a timely fashion.
If the Carnet has not been properly validated, the security can be held until the claim period is over (one year from the Carnet’s expiration date) or until all claims are settled.
A minimum security of $100.00 is required; this may vary depending on planned trips.

(4) Payment of an Administration Fee
The Carnet administration fee is determined by the merchandise’s value, number of countries to be visited, and total trips to be taken. A discounted fee is offered to members of the Canadian Chamber of Commerce.
Allow five working days from the time your application reaches Carnet Services for processing. Both rush processing-three business days (72 hours)-and same day service-within six business hours-are available for a surcharge.

Carnet fees must be received and security (40% of the value of the goods being exported) in place before a Carnet can be released.
Claims handling fee
The Canadian Chamber of Commerce (CCC) reserves the right to assess claims handling fees for claims that require excessive claim examiner’s time; telephone, facsimile or postage charges; and other situations that cause financial or other loss to the CCC as a result of misuse of an ATA Carnet or lack of cooperation from Carnet Holder.

Carnet Advisory:
Andorran Customs advised (in Nov. ‘05) that they would no longer accept ATA Carnets containing a list without a detailed description of the goods, i.e. it must contain trademarks, model and/or serial numbers, factory references, colour, dimensions, etc., as applicable.
As regards circus, ATA Carnets will be required when they carry no animals. Otherwise, ATA Carnets will not be accepted and customs documents will be required.
No customs document nor guarantee deposit for imports of orchestra and theatre equipment are required. On temporary imports of such goods, only a written undertaking to re-export the goods with an invoice or a list of the imported good is required.

Carnet Advisory:
The front cover of your Carnet and exportation counterfoil/voucher must be completed and properly validated by Canada Customs. The appropriate Convention (only one) must be listed on the front cover. The General List must be available in English with a detailed description of the goods and have the issuing chamber stamp on every page.
If goods cannot be re-exported in a timely fashion, permission to transfer the goods to a new Carnet must be requested from the Victorian Employers’ Chamber of Commerce and Industry prior to a Carnet’s expiry by the Canadian Chamber of Commerce.

Carnet Advisory:
The goods under cover of an ATA Carnet can be transferred only by the Carnet holder himself or his representative. In accordance with this rule, the transfer of unaccompanied goods is possible only if the carrier has the documents proving his warrant (i.e. a letter of authority or a full power of attorney).
Customs may require a translation when ATA Carnets are completed in a language other than Russian/Belarusian or English.
NOTE: Transit operations to Russia through Belarus under cover of foreign ATA Carnets will not be permitted until further notice. This decision will be reconsidered as soon as the border issue between the Russian Federation and the Republic of Belarus has been resolved. Foreign ATA Carnets will continue to be accepted for transit operations to other Belarus’ neighbouring ATA countries. (August 2004)

Carnet Advisory:
ATA Carnets entering China must be completed in Chinese or English. The general list should be completed in a clear, detailed manner and typed, not handwritten. Avoid the use of abbreviations or professional terms to describe the goods in column 2.
Customs clearance of unaccompanied goods under cover of an ATA Carnet will have to be carried out at the entry and exit of the Chinese customs territory by a licensed agent or a company qualified by Chinese customs to perform such activities.
If goods under cover of an ATA Carnet need to be conveyed from the entry customs office to another customs office within the Chinese territory to go through temporary importation formalities, one set of blue transit sheets should be used.
Carnets are typically limited to 6 months from the date of importation. Request an extension prior to the carnet’s expiry or re-export the goods prior to the deadline to avoid financial penalties.
All vehicles travelling to China on an ATA carnet require a minimum of 100% security deposit.

Carnet Advisory:

An ATA Carnet is a requisite for temporary imports of most goods entering the E.U. Without one, financial consequences can be overwhelming (June 2005).

The following equipment is now accepted under an ATA Carnet (June 2005):
1. Cellular phones included in the list published by the Israeli Ministry of Communication;
2. Computerized communication equipment at 2.4 GizaHz only;

In order to obtain the relevant approval for any import of broadcast or communication wireless equipment of any type that has not been detailed above, Carnet holders need to apply to the Israeli Ministry of Communication. Effective January 1, 2006, the temporary import into Israel of “Amusement Park” devices of all kinds will not be allowed under an ATA Carnet without the approval of the Standards Institution of Israel. Carnet holders are to apply directly to the Standards Institution of Israel to Mr. Tal Kahane - Tel: 972-3-6465154/Fax: 972-3-6465058. This Directive applies to devices classified in the Customs tariff no. 95.04 and 95.08.
Effective May 1, 2006, photos for all kinds of jewelry and watches must be attached to the Carnet.
Israeli customs authorities do not accept replacement carnets to extend the validity of an existing carnet. To avoid a claim, goods must be re-exported prior to the carnet’s expiry. (Dec. 2008)

- The ATA carnet holder must enclose with the carnet color pictures of the exhibits in order to facilitate their identification upon importation and especially upon re-exportation.
- The ATA carnet holder must give in the General List a full detailed description of the jewellery (weight, nature, shape, components, etc.).

Production of a customs document and the provision of security shall be required for temporary admission of containers, pallets and packings. This may also be required for temporary admission of motor vehicles for commercial use and means of transport for private use.
Blue transit sheets are used for internal transit from customs offices located on the border of the Republic of Lithuania to internal customs offices only for holders who have a legal entity; and, for transit.

The Polish Guaranteeing Association suggests that two sets of transit certificates be issued for every visit to Poland. Import duties and other sums will be charged in the event of a non-completed transit procedure. This also applies for cases where transiting is from the border to another interior Customs office. The final date for the re-exportation as indicated on the counterfoil (at #2) upon importation cannot be exceeded.
The production of a customs document or provision of security can be required in respect of containers, pallets, and packings.
Scientific equipment and pedagogic material are subject to usual formalities which are required in respect of temporary admission procedures, namely the completion of an application, together with a customs declaration and the provision of security.
The motor road vehicles for commercial use shall be granted temporary admission only when the vehicle is used by a person residing outside of the customs territory of Poland. This person must also be authorized to use the procedure under Polish legislation. The production of a customs document or provision of security can be required in respect of motor road vehicles for commercial use and means of transport for private use. The time limit of exportation of means of transport for private use lapses the day the person who imported the goods leaves the customs territory of Poland.
Polish legislation provides for partial relief from import duties, but does not provide for partial relief from taxes. (Sept. 2003)

All goods imported into Singapore are subject to customs inspection upon entry and exit. Non presentation of the ATA Carnet to customs for endorsement/verification upon importation into/re-exportation from Singapore may result in penalties being imposed.
Conventional consignments are to be examined at the checkpoint at the time of import/re-export. Containerised consignments would be sealed at the time of import for subsequent inspection by customs. If the goods are to be re-exported in containers, the carnet holder has to apply to customs for supervision of stuffing of the goods into containers. The application for customs supervision of unstuffing/stuffing of containers can be made at the Compliance & Temporary Import Unit, Permits Compliance Branch, Revenue House, 55 Newton Road #08-01, Singapore 307987 at Fax No. 62509606. The carnet holder may also submit the application through e-filing at : http://www.customs.gov.sg. (December 2006)
Limits all carnets to three months. If more time is needed, the carnet holder must request such before the expiry or the fixed date of re-exportation. Carnets issued for “Exhibitions and Fairs” may only be issued for a single entry. (July 1999)
Import duties, taxes plus penalties, will be imposed for the non-re-exportation of goods due to the sale of goods, items given away or because of loss, theft or destruction. In addition, the Carnet Holder will be penalized if he/she fails to notify the Singapore Customs in writing of the non-re-exportation. Customs can be notified at the above-referenced address or via tel. at 63552000.
Replacement carnets to extend the period goods can remain in Singapore and/or to replace a lost/stolen/destroyed carnet are actioned slightly differently by Singapore. For more details, please consult with your Carnet Services Representative.

Turkish customs authorities will no longer accept ATA Carnets that have not been properly signed by the Carnet holders. That includes Section ‘F’ of the importation/re-exportaton vouchers and Section ‘J’ of the green front cover. Signature of the Carnet holders or their representatives must be affixed before presentation of the ATA Carnets to the Customs offices concerned in order to avoid any difficulties. Should the signature on the temporary importation voucher differ from that of the legal person acting as representative, a letter of authority from the company at stake (Carnet holder) may be required.
In the event of infringement of the temporary importation procedure, Turkish Customs may apply, over and above the duties and taxes plus 10% (per Article 8.2 of the Istanbul Convention), a fine equivalent to two times the amount of customs duties and taxes plus interest for deferred payments directly from the Carnet holder. If the goods are re-exported after the period determined by customs or the carnet validity, only the fine (equivalent to two times the amount of duties and taxes) would be demanded, taxes and duties wouldn’t be applied.

Jewelley under cover of an ATA Carnet must be clearly identified. The identification should include an actual or estimated carat weight for each item. Antique or second-hand jewellery must be described as such. Carat weights should appear in column 2 of the general list with ‘est’ (for estimated) as appropriate. In all cases, the overall weight (in gms) should appear in column 4.

It is essential that the re-exportation counterfoil be validated out of the United States on or before the expiry date of the carnet. If the only proof of re-exportation is a Canada customs counterfoil, validated before the carnet expiry, this will result in a regularization fee, payable by the carnet client ($50 U.S. for every entry). Should you be unable to obtain the proper validation when exiting the U.S., U.S. Customs have pre-clearance facilities at the following Canadian airports where you may, at their discretion, have your carnet validated: Vancouver, Calgary, Winnipeg, Ottawa, Dorval and Toronto (P.I.A. - all 3 terminals).
In order for merchandise to qualify for NAFTA treatment, it must be declared as such with the NAFTA Certificate of Origin at the time of importation, and presented along with the carnet.
A carnet does not exempt travellers from meeting U.S. Immigration requirements. To avoid problems overall with U.S. Immigration, it is recommended that travellers have with them a letter detailing the following when crossing the Canada/U.S. border:
If travelling to the U.S. frequently, carnet holders should investigate the use of an ‘INSPASS’ from U.S. Immigration. This document essentially allows the holder to have a form of pre-clearance from U.S. Immigration. Contact the immigration officials at the U.S. Embassy for more details, or visit the booths in airports such as Toronto and Vancouver.
U.S. Customs currently DO NOT allow for the transfer of goods from one carnet to another. Therefore, it is important that the goods be re-exported prior to the carnet’s expiry to avoid full duties/taxes being imposed; these can, however, be transferred onto a TIB (Temporary Import Bond), if desired, before the carnet expiry. PLEASE NOTE: Effective October 1, 2008, no rubies or jaderie of Burmese origin may be imported into the United States, whether mounted or unmounted. Any such shipments will be seized upon importation by US Customs.
