Every month, we release 5 Minutes for Business. In this edition, our Director of Transportation and Infrastructure Policy, Ryan Greer, examines how the federal government will handle the battle between a newly regulated cannabis industry and the existing black market once recreational marijuana becomes legal on October 17.

Some of the factors that will influence how effective Canada’s legal cannabis market is at reducing illegal sales include safety, quality, access, supply and branding. But as we approach legalization, it is quickly becoming clear that this sector will face the same competitiveness challenges facing others in Canada—namely outdated government thinking on business taxes and fees.
